I have mixed feelings. In general, I think usage-based fees are a great thing. They tend to eliminate externalities. Did you pay for the CO2 your car put in the air on your drive to work this morning? Perhaps if you DID have to pay for the true cost of commuting, you'd find a job closer to home, or move closer to work.
However, it has to be done in a level playing field. If Fred is sucking up resources on his ADSL line or cable modem, why shouldn't he pay much more than Jane, who is on dial-up? But hey, let's not stop there -- let's charge Amazon, eBay, and Google the same "per byte" charge, as well!
You can bet that if a requirement for Internet metering was that it could only be applied universally, to big and small, the big would not let it happen. THAT is the focus of an effective argument against!
I don't buy the argument that, for $39.95 a month, I should be allowed to saturate my available bandwidth 24/7/365. That is a "Tragedy of the Commons" argument. It's why fisheries collapse. It's why aquifers continue to be depleted. It's why glaciers are melting.
