While the public argument against wind power is that of health the underlying anger is perpetuated by a government policy that excludes local investment in projects within a community. Ontario has allowed often foreign companies to "claim" grid access and lock out local investment and involvement. While Ontario Ministry of Energy included a %(40 and then 60%) Ontario labour content in the development of renewable energy projects they neglected and refused suggestions to require Ontario ownership. So what we have is a grid system that is paid for by existing users being given to private outside investors so that we can continue to subsidize them for the next 20 years on over priced renewable energy production. The Ministry of Energy policy advisers do not understand the provincial economics of energy or the are setting up sweet deals with outside investors for future considerations. Either way it creates a bad deal for local communities who have paid for grid capacity but can't access it.
