Republicans/Conservatives have also used 9/11 to support their anti-immigration views (particularly people of colour). By framing it as a matter of security, and encouraging people to be more afraid of "others", they play to their ethnocentric base. I noticed a boost in the language with all the 10th anniversary coverage, but I am also seeing many measures taken by the Harper government that increase anti-immigration sentiment, like the "wanted" posters for refugees who did not win their appeals.

Scapegoating is part of the strategy that enables the power elite to install a fascist system.

To quote a Dr. Lawrence Britt (whose bio was hard to find), rallying hatred towards a group of people is number 3 in his list of Fourteen Defining Characteristics of Fascism:

"3. Identification of Enemies/Scapegoats as a Unifying Cause - The people are rallied into a unifying patriotic frenzy over the need to eliminate a perceived common threat or foe: racial , ethnic or religious minorities; liberals; communists; socialists, terrorists, etc. "
